New U.S. Import Tariff Measures Effective April 4 and April 9, 2025
On April 2, 2025, President Donald J. Trump announced a new national tariff initiative to be implemented in two phases:
1. Universal Baseline Tariff – Effective April 5, 2025
A 10% universal tariff will apply to all imported goods into the United States, regardless of origin.
2. Discounted Reciprocal Tariffs – Effective April 9, 2025
Certain trading partners identified by the U.S. government as maintaining significant trade barriers against American exports will be subject to elevated tariff rates. These “reciprocal tariffs” are set at approximately half of the total import barriers (tariffs and taxes) the U.S. alleges are levied by those countries on American goods.
For example, a new 34% tariff on China will be added to previous duties, like the 20% tariff Trump previously imposed. The base tariff rate on Chinese imports will be 54%, before adding tariffs imposed during Joe Biden’s presidency or Trump’s first term.
